PRRI MOP7 Statement on Socio-Economic Considerations

אני מדבר בשמו של המחקר הציבורי ותקנה היוזמה. PRRI הוא ארגון עולמי של חוקרים ציבוריים המעורבים בביוטכנולוגיה לטובת הכלל.
PRRI first of all congratulates you as Chair, and thanks the Government and people of Korea for their warm and efficient hospitality.
מר. יושב ראש, Articles 16 ו - 19 of the Protocol’s mother Convention on Biodiversity underline that transfer of technology – לפי יוטכנולוגיות מוזכרות במפורש – הוא חיוני להשגת יעדיה של האמנה.
The AIA procedure of the Protocol gives Parties that have not yet adopted a domestic regulatory framework for biosafety, כלי לקבלת החלטות מושכלות לגבי היבוא של LMOs, וכך להקל על העברת הטכנולוגיה המכונות במאמרים 16 ו - 19 של CBD.
As regards socio-economic considerations in decision making: it is precisely because of the anticipated socio-economic benefits for farmers and consumers that many public researchers dedicate their careers to research in modern biotechnology.
We therefore urge decision makers to keep updating themselves of the latest information about the socio-economic benefits of the introduction of this technology. PRRI continues to be available to provide further background and information in this respect.
Aware of the various discussions about Article 26, PRRI supports efforts to remind all involved what article 26 actually says:
מאמר 26 מתייחס לקבלת החלטות, לא להסתכן הערכה.
מאמר 26 מתייחס ל"may take into account", I.E. הוראה זו מתייחסת לאפשרות לצדדים, לא חובה.
מאמר 26 מתייחס ל"עולה בקנה אחד עם התחייבויותיה הבינלאומיות שלהם". אחת מההתחייבויות אלה ניתן למצוא בהסכם SPS, אשר דורש בסיס מדעי להחלטות.
מאמר 26 מתייחס ל"socio-economic considerations arising from the impact of LMOs on the conservation (וכו ').....". ניסוח זה מדגיש את הצורך בבסיס מדעי להחלטות. יתר על כן, we should remain aware that article 26 משתמש "משפיע" במונח הניטרלי ולא - כמו בכל הפרוטוקול - טווח השפעות שליליות אפשריות. השימוש המפורש של "השפעות" הטווח הוא משמעותי, as it covers both potential benefits and risks.
