PRRI MOP7 Statement on Socio-Economic Considerations

Saya berbicara atas nama Penelitian Publik dan Peraturan Initiative. PRRI adalah organisasi di seluruh dunia peneliti publik yang terlibat dalam bioteknologi untuk kebaikan bersama.
PRRI first of all congratulates you as Chair, and thanks the Government and people of Korea for their warm and efficient hospitality.
Mr. Ketua, Articles 16 dan 19 of the Protocol’s mother Convention on Biodiversity underline that transfer of technology – dimana bioteknologi disebutkan secara eksplisit – sangat penting untuk pencapaian tujuan Konvensi.
The AIA procedure of the Protocol gives Parties that have not yet adopted a domestic regulatory framework for biosafety, alat untuk membuat keputusan tentang impor LMOs, sehingga memfasilitasi transfer teknologi yang disebut dalam artikel 16 dan 19 CBD.
As regards socio-economic considerations in decision making: it is precisely because of the anticipated socio-economic benefits for farmers and consumers that many public researchers dedicate their careers to research in modern biotechnology.
We therefore urge decision makers to keep updating themselves of the latest information about the socio-economic benefits of the introduction of this technology. PRRI continues to be available to provide further background and information in this respect.
Aware of the various discussions about Article 26, PRRI supports efforts to remind all involved what article 26 actually says:
Artikel 26 mengacu pada pengambilan keputusan, tidak mengambil risiko penilaian.
Artikel 26 mengacu pada "dapat mempertimbangkan", IU. ketentuan ini berkaitan dengan kemungkinan untuk Partai, bukan kewajiban.
Artikel 26 mengacu pada "konsisten dengan kewajiban internasional mereka". Salah satu kewajiban yang dapat ditemukan dalam perjanjian SPS, yang membutuhkan dasar ilmiah untuk keputusan.
Artikel 26 mengacu pada "pertimbangan sosial-ekonomi yang timbul dari dampak LMOs pada konservasi (dll).....". Kata-kata ini menggarisbawahi perlunya dasar ilmiah untuk keputusan. Lebih lanjut, we should remain aware that article 26 menggunakan istilah netral "dampak" dan tidak - seperti dalam sisa Protokol - istilah efek samping potensial. Penggunaan eksplisit istilah "dampak" signifikan, karena mencakup baik potensi manfaat dan risiko.
