Mae'r Confensiwn Rhyngwladol Diogelu Planhigion (IPPC) yn gytundeb rhyngwladol sy'n anelu at sicrhau cydlynol, effective action to prevent and to control the introduction and spread of pests of plants and plant products. The Convention extends beyond the protection of cultivated plants to the protection of natural flora and plant products. Mae'n cymryd i ystyriaeth uniongyrchol ac ddifrod anuniongyrchol gan blâu, felly mae'n cynnwys chwyn. Mae hefyd yn cwmpasu cerbydau, awyrennau a llongau, cynwysyddion, lleoedd storio, soil and other objects or material that can harbour or spread pests. Under the IPPC, y Safonau Rhyngwladol ar gyfer Mesurau Ffytoiechydol (ISPMs) yw'r safonau a fabwysiadwyd gan y Y Comisiwn ar Fesurau Ffytoiechydol (CPM), sef y corff llywodraethol y IPPC. Mae'r IPPC yw'r unig gorff gosod safonau ar gyfer iechyd planhigion.

Yn ogystal,, safonau hyn, guidelines and recommendations are recognized as the basis for phytosanitary measures applied in trade by the Members of the World Trade Organization under the Agreement on the Application of Sanitary and Phytosanitary Measures (Cytundeb SPS). Standards in themselves are not regulatory instruments but come into force once countries establish requirements within their national legislation.
