PRRI MOP7 Statement on Socio-Economic Considerations

Je parle au nom de la recherche publique et l'initiative de réglementation. PRRI est une organisation mondiale de chercheurs publics impliqués dans la biotechnologie pour le bien commun.
PRRI first of all congratulates you as Chair, and thanks the Government and people of Korea for their warm and efficient hospitality.
M.. Président, Articles 16 et 19 of the Protocol’s mother Convention on Biodiversity underline that transfer of technology – lequel biotechnologies sont explicitement mentionnés – est essentielle à la réalisation des objectifs de la Convention.
The AIA procedure of the Protocol gives Parties that have not yet adopted a domestic regulatory framework for biosafety, un outil pour prendre des décisions éclairées à propos de l'importation d'OVM, facilitant ainsi le transfert de technologie appelée aux articles 16 et 19 de la CDB.
As regards socio-economic considerations in decision making: it is precisely because of the anticipated socio-economic benefits for farmers and consumers that many public researchers dedicate their careers to research in modern biotechnology.
We therefore urge decision makers to keep updating themselves of the latest information about the socio-economic benefits of the introduction of this technology. PRRI continues to be available to provide further background and information in this respect.
Aware of the various discussions about Article 26, PRRI supports efforts to remind all involved what article 26 actually says:
Article 26 se réfère à la prise de décision, pas d'évaluation des risques.
Article 26 se réfère à "may take into account", I.E. cette disposition concerne une possibilité pour les Parties, pas une obligation.
Article 26 se réfère à "conformément à leurs obligations internationales". Un de ces obligations peuvent être trouvées dans l'accord SPS, qui exige une base scientifique pour les décisions.
Article 26 se réfère à "socio-economic considerations arising from the impact of LMOs on the conservation (etc).....". Cette formulation souligne la nécessité d'une base scientifique pour les décisions. Plus loin, we should remain aware that article 26 utilise le terme neutre «impacts» et non pas - comme dans le reste du protocole - le terme effets négatifs potentiels. L'utilisation explicite du terme «impacts» est significatif, as it covers both potential benefits and risks.
